The development and the application of a generic, customisable PC based simulation system in the form of a 'shell' for small and medium sized ports is described. This RTD work was supported by the European Commission and by industry under the 4th FWP as project SPHERE (Small and medium sized Ports with Harmonised, Effective, RE-engineered processes). The simulation system is under consideration for further application during the 5FWP in the project BALTPORTS-IT.
